County zoning. If the house was built with proper permits, the setback line would have been checked.

You have a freak who walks around with swords and you want to piss him off by starting a boundary dispute?
Okay, well what you do is contact city hall and check to see what the building setback rules are for this property. Odds are it is legal, or the builder wouldn’t have been able to get an occupancy permit. You may need to pay for a survey to establish the actual property line (which is NOT necessarily the fence).
Quite frankly, I find the ‘walks around with a sword killing animals’ pretty hard to accept, but who knows what kind of whacko is out there? I think it’s more likely the neighbors are just dreaiming up crazy stories. Remember the movie ‘The ‘burbs’?

Usually that is way to close for a house. Your local government should have a planning and design dept or a building inspector. Call your local elected official.

Sounds made up to me. But if I’m wrong here is your answer.If the house was built without a permit you should call a city housing inspector first than go from there.

Some jurisdictions allow for as little as zero setback from property lines. In areas where there has been any earthquake activity it would be a nightmare to attempt to establish that local points of reference have not themselves shifted. If those points of reference move even millimetres, our homes all over could move metres.
